03/16/26 - Project-based Voucher Waitlist Opening

Effective Thursday, April 2, 2026, at 8:00 am CST the Panama City Housing Authority will be opening the Project-based Voucher (PBV) waitlist for new applicant who qualify for a 3 bedroom apartment unit.

The waitlist will remain open until 100 applicants have been received. Applications will be accepted online at apps.panamacityhousing.org. CLICK HERE TO APPLY

Panama City Housing Authority currently administers Project-based Vouchers at the following communities:

  • Fletcher Black - 875 W. 11th Street, Panama City, FL 32401
  • The Park at Massalina - 1450 Palo Alto Avenue, Panama City, FL 32405

PHA Policy:

  • The PHA will offer a preference to any elderly or disabled family.
  • The PHA will offer a lcoal preference to families that reside in Bay County Florida at the time of application.
  • The PHA will offer a local preference to any active Public Housing Participant administered by the PHA at the time of PBV application.
